Esalen Institute

Conference center and hot springs resort in Big Sur, California. Since the early sixties, the Esalen Institute has held many seminars on various esoteric topics, and has been a nexus of many various individuals. Topics explored at the Institute include psychology, gesalt therapy, body work, psychic phenomena, mysticism, religion, psychedelics, human potentiality, and quantum physics

The Institute was founded in 1964 by Mike Murphy and Dick Price out of Murphy's family resort. Murphy and Price had been running seminars at the resort beginning in 1962, with speakers gathered through an expanding network of contacts, beginning with Alan Watts, Aldous HuxleyGeorge Bateson, Gerald Heard, and others.

Joe K. Adams and Dell Carson led an early conference on psychic phenomena. (Anderson, pg 59). In their first seminar on Human Potentiality, led by Willis Harman, every program leader was involved with LSD research: Adams, Harman, Gregory Bateson, Gerald Heard, Paul Kurtz, and Myron Stolaroff. (Anderson, pg 72) 

Other drug-culture luminaries, such as Timothy Leary and Richard Alpert, taught at Esalen, and various psychedlics were used by the staff and students, although drug-use was not officially endorsed. Strangely, the Institute was never raided by the authorities. (Anderson, pg 108) 

Charles Manson and members of his family played an impromptu concert at Esalen three days before their massacre at the Sharon Tate house. (Anderson, 239) 

In the late 1970's, Esalen became involved with an Englishwoman named Jenny O'Connor, who claimed to be in psychic contact with the Nine (probably the same Nine that Andriah Puharich claimed to be in contact with). Dick Price and other members of the Esalen staff became increasingly dependent on the Nine, to the point of listing them as program leaders and members of the Esalen Gesalt Staff in brochures. (Anderson, pg 302-4) 

In the 1970's, Mike Murphy became interested in Russian parapsychology, and visited the country to meet experimenters in this field. This led to a close connection between Esalen and some Russian officials, who set up an exchange program. Lasting into the 1980's, this exchange was dubbed "hot-tub diplomacy". John Mack was reportedly involved in this exchange. 

Esalen also held seminars in quantum physics, and was the birthplace of the Physics/Consciousness Research Group. Some results of these seminars are documented in Zukav, Gary, The Dancing Wu Li Masters, Morrow Quill, 1979. 
In May 1982, Elisabeth and Russell Targ held a workshop on psychic phenomena for twenty-five professionals. This was part of a program with Stanislav Grof, who was studying non-chemical alternatives for altered states of consciousness. The Targs goal was to show that psychic experiences did not require an altered state.

Other individuals who have come to lead seminars at Esalen at one time or another include Carlos Castaneda, Dutch psychic Peter Hurkos, Ira Einhorn, Rollo May, Jack SarfattiJohn Lilly, Terrance McKenna, Ian Wickramasekera, and Charles TartWerner Erhard was also close with Michael Murphy and Esalen.

" A vote of no confidence in the British Labour Government of James Callaghan occurred on 28 March 1979. 

The vote was brought by Opposition leader Margaret Thatcher and was lost by the Labour Government by one vote (311 votes to 310), which was announced at 10:19 pm, forcing a general election which was won by Thatcher’s party. 

The last time an election had been forced by the House of Commons was in 1924, when Ramsay MacDonald, the first Labour Prime Minister, lost a vote of confidence. 

Labour politician Roy Hattersley was later to remark that the vote marked “the last rites” of ‘old Labour’.

Labour would not return to government for another 18 years. The BBC has referred to the vote as “one of the most dramatic nights in Westminster history”. "

When NATO Intelligence and MI6 wanted to murder Airey Naeve, they had to invent INLA to do it.

They weren't like 5, they couldn't penetrate the IRA and trick them into murdering Mountbatten and publicly accepting the blame for it;

You ask 99% of people that have ever even heard of Airey Naeve, they will tell you "Oh, the IRA blew him up" - that was never even CLAIMED to be true. And it isn't true.


 
Airey Neave was assassinated on March 30 1979 as he drove out of the Palace of Westminster car park by a car bomb detonated using a mercury tilt switch. The Irish National Liberation Army (INLA) claimed responsibility for the operation and paraphrasing Margaret Thatcher, they stated that, ''He was an 'incalculable loss'—and so he was—to the British ruling class.'' Although Neave was killed a few weeks before Thatcher's successful election, he was poised to take up the position of Northern Ireland secretary within Thatcher's cabinet and had planned to introduce tougher military measures to quell the republican insurgency, including a shoot on sight policy. Neave was alleged to have also been involved in organising smear campaigns against labour politicians, orchestrated within sympathetic circles of MI5. Tony Benn had also claimed that had he became Labour leader in place of James Callaghan that Neave had planned to have him assassinated. Furthermore, Searchlight magazine had reported that Neave was involved in organising 'stay-behind' cells in Europe post second world war which would be in theory used to militarily resist, if necessary, a potential Soviet invasion of Western Europe. In reality many of these groups were various right wing organisations of different hues, including neo-fascist paramilitaries which were involved in sabotage, terrorism and subversion directed towards communist and other left wing movements across Europe. The relationship between European and American intelligence services, politicans and other sections of the bourgeoisie and these stay behind cells only partially emerged in the early 1990s with a parliamentary inquiry launched in Italy. Here is an excerpt from the 1991 Searchlight article: ''Former British Prime Minister Margaret Thatcher backed top-secret plans to modernise armed cells that could carry out actions abroad. This allegation highlights the undoubted fact that the secret networks of the kind proposed under NATO's Stay Behind plans carried on their activities right into the 1980s. In particular. it is alleged as has long been suspected by Searchlight that the persons involved in the secret armed cells conspiracy included George Kennedy Young, the ex-deputy director of the British intelligence service MI6, and others who had launched Thatcher's campaign for leadership in the mid-1970s. One of these was Airey Neave MP, a top and very close adviser to Thatcher, later murdered by the IRA. Ex-spymaster Young. a notorious racist and antisemite who died last year. was for many years a key link man between the extreme-right of the Conservative Party and some of Britain's most dangerous and violent neo-nazis. The vehicle for this liaison, which included contact with individuals connected with the underground fascist elite paramilitary organisation, Column 88, was his own pressure group called Tory Action. David Muire, another former intelligence officer, was using British Movement members as couriers for British Intelligence. Tory Action, founded by Young and supported by Neave, was also at the centre of a smear campaign, involving the secret services, aimed at discrediting the then Labour Government in Britain in 1975. Just before the 1979 general election, which brought Thatcher to power. Young and Neave were plotting to use a disinformation campaign against Labour. In 1987 a former MI6 officer. Leigh Tracey, revealed that Neave had approached him to join a small, highly select group to organise an army of resistance in case Labour won the election. Seen in the context of Stay Behind, the anti-democratic manoeuvrings of Young and Neave and their connection with efforts to build so-called private armies take on a deeper meaning. According to The Guardian, the secret armed cells plan existed before Thatcher took office in 1979 and continued until the French secret service attack on a Greenpeace ship in New Zealand in 1985 led to its abandonment. So far the British Ministry of Defence has remained tightlipped on the whole subject of the terrorist Stay Behind networks, but two former British army generals have confirmed that such plans were operative in Britain.''

US Army Control of Sinai Airspace

Neither the Egyptian military, nor Police are allowed to enter Sinai Zone C, under the enforcement protocols of the 1979 Egypt-Israel Peace Treaty, on the basis that it may provided a pretext or cover for a potential invasion - the entire area is patrolled by US Army Rangers, and all movement within the airspace is under the exclusive control of Canadian Military Air Traffic Controllers.

April 1986

The Australian contingent, consisting of staff officers and a helicopter squadron who were members of the initial deployment, withdrew in the course of their government's reduction of its peacekeeping commitments. They were replaced by the CCMFO Canadian Rotary Wing Aviation Unit, equipped with nine CH135 Twin Hueys, staff officers and flight following. The CCMFO was operational at El Gorah on March 31, 1986. Canadian tactical helicopter units rotated to El Gorah for six-month tours of duty. The primary units providing military personnel were 408, 427 and 430 Tactical Helicopter Squadrons and 403 Squadron Helicopter Operational Training Squadron.


"The MFO has its main headquarters in Rome, where it is headed by the Director-General. It also has two regional offices, in Tel Aviv and Cairo, while the Force itself is based in Zone C on the Sinai Peninsula, under the command of the Force Commander.

The Force Commander is responsible for the military elements of the MFO, which comprise:

The A-team goes to the sixth floor of the Depository. They were refurbishing the floors of the Depository that week allowing unknown workmen in the building. They move quickly into position, minutes before the shooting. 

The second spotter, talking by radio to the other teams, has the best overall view. The God spot. B-team, one rifleman and one spotter with access to the building moves into a low floor of the Dal-Tex building. 



The third team, C-team, moves in behind the fence above the grassy knoll where the shooter and the spotter are first seen by the late Lee Bowers. They have the best position of all. Kennedy is close and on a flat, low trajectory. 

Part of this team is a coordinator who flashed security credentials at people, chasing them from the area. 

Probably two to three more men are in the crowd on Elm. 

Ten to twelve men. Three teams. Three shooters. 

The triangulation of fire Clay Shaw and David Ferrie discussed two months before. 

They've walked the plaza. They know every inch. They've calibrated their sights. Practiced on moving targets.

Q: All right. On a separate subject, the -- there were four U.S. military service members who were injured last week in an attack in the Sinai Peninsula. Can you update us on their condition?

And is there an ongoing review by DOD and the interagency about the status of maintaining U.S. military presence at (off-mic)?


MR. COOK: I don't have the exact characterization of their injuries at this point, whether the -- I know that there were -- let me double- check here -- in all, there were seven soldiers, not just U.S. forces, but that were evacuated by air to a nearby hospital. They were described with non-life-threatening injuries.

We continue to support the role being played by the multinational forced observers in supporting the treaty at peace between Israel and Egypt.

We are concerned over security conditions in that area of the northeastern Sinai, where Egyptian security forces, as well as civilian and military elements of the MFO, including U.S. military forces stationed at the MFO north camp, are exposed to potential risk.

And in light of the security situation there, we are, again, considering additional measures to bolster their protection going forward, taking steps to try and enhance their protection.

But in terms of any sort of change in outlook for the MFO overall, I've got nothing for you on that.

Q: Would that bolstering involve the -- the sending of additional forces?

MR. COOK: We're considering several steps to bolster force protection there, and -- and I can tell you, Louis, that this is something that's been in the works for several weeks now, not necessitated by what happened with this particular IED incident.

This is something that's been a concern for the secretary and others, bolstering force protection, and so it's going to be something that you're going to see some movement on in the -- in the short term and something that we'll continue to keep an eye on. 

Safety and security of American forces, top priority for this secretary and this department.

Q: Can you just clarify one point?

Phil's question about the 5,400 trained Syrian rebels by year's end, you said you may have to adjust that. But I'm just wondering...


MR. COOK: This is a constant review from the start.

Q: Just doing the math, I'm just wondering how you can possibly reach 5,400 by year's end, given that there's a second class now, maybe a third class, and, you know, there's, what, 54 on the ground now.

How do you -- how do you get there by year's end...

(CROSSTALK)

Q: ... six-to-eight-week class? How...

MR. COOK: 
These are the -- these are the hard questions being asked, Tom, right now about this program, about ways to alter it, adjust it, enhance it.

Are there other means by which we can, again, support moderate Syrian forces on the ground in Syria? These are the questions being asked.

At the same time, this T&E program is going forward. It may not look exactly as it -- we first hoped when it was first initially unveiled, and part of that is lessons learned on our part. Hard lessons, to be honest.

Q: Is sending U.S. troops in one of those options being considered?

MR. COOK: Sending U.S. troops in right now is not one of the options being considered.

Q: But you're not ready to adjust that 5,400 figure yet, correct?

MR. COOK: I'm -- I'm not going to adjust what was the target initially. There are people above my pay grade making hard decisions, evaluating this program, and again, when we've got -- if there's a new target number, we'll provide that for you as well.

It was always a target. It was -- and, you know, this is a program that we'll have -- we're going to continue to -- to evaluate every single aspect of this program, from the finances to the training portion of it to the equipment and to who we're -- who we're talking to, who we're vetting and who we're not.

Arrow Air May Be Tied To Iran-contra Mystery

WASHINGTON -- The Reagan White House called it a tragic accident four years ago when 248 soldiers, heading home for Christmas, died in the fiery crash of a plane chartered by Arrow Air of Fort Lauderdale.

Today, the air disaster is another of the many mysteries surrounding the Iran-Contra affair.

Recent evidence prompted U.S. Rep. Robin Tallon, D-S.C., to press to reopen the Arrow Air inquiry to determine whether the crash was a case of terrorist retaliation for a botched, secret U.S.-Iran arms deal. The House Crime Subcommittee opened an investigation last month and may hold hearings soon.

One hundred five House members, including Rep. Larry Smith, D-Hollywood, have signed a letter to President Bush asking for a full-fledged government investigation.

``We request that you initiate a formal United States investigation to explore all possible crash theories,`` the congressmen said in the letter. ``We feel it is the very least we can do for the brave soldiers of the Army`s 101st Airborne Division who perished.``

The crash -- the worst peacetime U.S. military accident -- is only one of many puzzling incidents fueling suspicions of a massive government cover-up to obscure what really happened in the wide-ranging Iran-Contra affair.

Mysterious deaths and strange occurrences surrounding the affair continue to dog Bush administration appointees, preoccupy members of Congress and haunt some citizens who think that they or their relatives are victims of the complex, secret deals.

Some of the unexplained incidents, recent developments and strange connections to Iran-Contra include:

-- A dissenting report by four of the nine members of the Canadian Aviation Safety Board that pointed to evidence in the Arrow Air crash suggesting terrorist sabotage by the Islamic Jihad in retaliation for a secret U.S. shipment of missiles that were not the kind requested.

-- The deaths of eight major figures and several lesser-known participants in the Iran-Contra affair since the secret arms-for-hostages deals and the clandestine Contra supply operation began unraveling in mid-1986.

-- Suspicions within Congress that the Bush administration appointed Iran-Contra figures to government posts as rewards for continued silence about high-level White House participation in the secret dealings.

-- Circumstantial evidence suggesting a secret deal between the Ayatollah Khomeini`s government and Ronald Reagan`s 1980 campaign staff to keep the 52 Americans taken hostage at the U.S. Embassy from being freed before that year`s presidential election.

-- Efforts by people around the country, including in Florida, to confirm strongly held beliefs that they or their relatives were caught in the web of Iran-Contra dealings and to find out why.

Invariably, those people, who are spending much of their time and money in search of answers, say their biggest obstacles are government officials and agencies that seem intent on shielding facts and events from public view.

Those sentiments run especially strong among about 120 families of Arrow Air crash victims who have formed Families for the Truth About Gander, led by Zona and James Douglas Phillips of St. Petersburg. They are pressing for a U.S. investigation of the Dec. 12, 1985, crash near Gander, Newfoundland.

Although the Arrow Air plane carrying U.S. soldiers home from the Middle East had been chartered by the Pentagon, investigation of the crash was left to the Canadian Aviation Safety Board, which sought input from some U.S. agencies.

``We`ve got 256 people dead (including the plane`s eight crew members) and no reason. And nobody seems to care why,`` said Zona Philips, whose stepson perished in the crash.

Supporters of the sabotage theory point to the dissenting report by members of the Canadian safety board and to statements by purported members of the Islamic Jihad shortly after the crash taking credit for the disaster. These theorists also point to memos by former national security aide Oliver North -- who was convicted for his role in the Iran-Contra affair -- warning of a possible retaliatory strike.

Those memos, uncovered in the Iran-Contra investigations by the Tower Board and by Congress, were written after Iranian officials became angry because 18 missiles shipped to them on Nov. 24, 1985, were ineffective for use in the Iraqi war. If another shipment was not made, North wrote in a Dec. 9, 1985, memo to then-Adm. John Poindexter, the ``U.S. reversal now in midstream could ignite Iranian fire.``

The subsequent congressional investigation of the Iran-Contra affair tied Arrow Air to the covert network shipping weapons to Iran.

The Gander families have run into similar obstacles.

``You can`t get into the government`s files,`` Zona Phillips said. ``They (government officials) send you an FBI report that is all blacked out.``

Others who think they were caught in the tangled web of the wide-ranging scandal report similar experiences.

When Orlando recreational-vehicle salesman Bob Fletcher wrote to the FBI recently requesting the bureau`s file on him, he got back a letter saying that all of his records had been classified for national security reasons.

Fletcher found the letter amusing because the FBI, along with the office of Iran-Contra independent counsel Lawrence Walsh and congressional committees, have shown little interest in pursuing his allegations.

``At the onset, they`re very cooperative,`` Fletcher said of federal and congressional investigators. ``Then it ends up where they say, `Well, the consensus of opinion is we can`t go after this.```

Tallon`s recent inquiries to the FBI, the Justice Department, the Defense Department and the Army requesting their files on the Arrow Air investigation have produced responses suggesting that he contact Canadian officials for those records.

The Gander families have run into similar obstacles.

``It`s such a successful number of high-level people doing the cover-up that interested congressmen and senators are just screwed,`` Fletcher charged.

Fletcher suspects that his defunct Atlanta-area toy company somehow is connected to the ``toyco`` reference in Swiss bank account records detailing the diversion of funds from the Iranian arms sales to Nicaragua`s Contra rebels.

He said he sold his company in early 1985 to Gary Best, an import-export businessman who subsequently failed to make the promised payments. Instead of exporting toys, Fletcher said Best soon began using the toy company as a ``front`` to peruse arms deals to Iran and Central America and missions to Southeast Asia in search of soldiers missing in action from the Vietnam war.

Best has denied Fletcher`s allegations to federal investigators.

One of the most persistent suspicions about the Iran-Contra affair is that it began in October 1980, before Ronald Reagan was elected president and months before he took office. Former Reagan campaign aides, who later became top U.S. national security and intelligence officials, have denied vehemently that they made a secret deal to supply weapons to Iran in exchange for delaying the release of the 52 American hostages until after the 1980 presidential election.

But the issue will not go away. The allegations were reviewed most recently in the Nov. 3 broadcast of ABC-TV`s Nightline program, commemorating the 10th anniversary of the takeover of the U.S. Embassy in Tehran and the seizure of its staff.

Gary Sick, top national security adviser to President Jimmy Carter at the time, appeared on the program and pointed to evidence uncovered in the Iran-Contra investigations that secret U.S. weapons shipments to Iran began soon after Reagan took office in January 1981.

``The fact that the Reagan administration would come in and, as one of its first actions, approve really very substantial arms deliveries to Iran, apparently without asking any questions, strikes me as very strange,`` Sick said.

The controversy did not go away with the departure of the Reagan administration in January. Several members of the House and Senate foreign affairs committees and their aides have speculated that the Bush administration has handed appointments to Iran-Contra figures as rewards for their silence.

Sen. Alan Cranston, D-Calif., voiced those suspicions on the Senate floor in September.

IRAN-CONTRA DEATHS

Some of the key figures in the Iran-Contra scandal who have died or been killed:

-- WILLIAM CASEY: The CIA director and key figure in the scandals. As the scandals were unfolding in December of 1986, Casey was hospitalized for an operation to remove a brain tumor. He died in May of 1987, as congressional hearings into the scandals were getting underway.

-- GUSTAVO ALVAREZ MARTINEZ: Honduran Armed Forces Chief who was a close ally of the Reagan White House in secret operations setting up and financing the Nicaraguan Contra rebels. Gen. Martinez, who was retired, was slain by a band of gunmen in January.

-- BARRY SEAL: A pilot for the Colombian cocaine cartel who became a government informant and reportedly knew about the trading of guns to the Contras for drugs bound for the United States. Seal was gunned down in a parking lot in Baton Rogue, La., in February of 1986.

-- AMIRAN NIR: A key Israeli middleman in the secret shipment of U.S. arms to Iran, died in a mysterious plane crash in Mexico last November.

-- DONALD FORTIER: Deputy national security affairs adviser to Reagan who administered the secret Swiss bank accounts into which money from the Iranian arms sales was deposited. Fortier, 39, died in August of 1986, just before the scandal became public. Liver cancer was listed as the cause of death.

-- GLENN SOUHAM: A French businessman with White House ties who was part of a scheme by Oliver North to steal Soviet weapons from Poland and give them to the Contras. Souham, 34, was gunned down outside his Paris apartment in September of 1986.

-- CYRUS HASHEMI: The Iranian weapons dealer who approached U.S. intelligence officials with the original proposal to swap arms for American hostages. Hashemi died of a rare cancer disease in the summer of 1986.

-- STEVEN CARR: A 27-year-old mercenary who was prepared to testify about secret weapons shipments out of Fort Lauderdale to the Contras. Carr, considered a key witness at the time, died of a suspicious drug overdose in December of 1986.

At the end of the war, in June 1945, the British King, George VI, the father of Queen Elizabeth and puppet of the Queen Mother, sent the former MI5 officer, Anthony Blunt, to the Kronberg Castle of Prince Philip’s sister Sophie, and her Nazi husband Prince Christoph of Hesse, to recover correspondence between the British Royal Family and their Nazi relatives, for propaganda aimed at convincing the aristocrats of Britain they had not been in contact all along.

Blunt was the ‘surveyor of the Queens Pictures’ and a world expert in the paintings of Poussin, the initiate who painted pictures called ‘The Shepherds of Arcadia’ which related to the Rennes-le-Chateau mysteries. Blunt was named as a member of a KGB unit inside British Intelligence along with Burgess, MacLean, and Philby, the fifth man was never named, but was in fact, Lord Victor Rothschild."

In Britain, there has always been a fierce rivalry between MI5 and MI6 - my researches indicate that historically, MI6 have long been aligned with the interests of NATO and the European Union, whilst MI5 still owes it's allegiance solely to the British Crown.

Therefore MI6 is perfectly capable of going around, pretending to be the IRA, blowing up British cabinet ministers and members of the Royal Family in order to prevent the outcome of a united Ireland outside of NATO.

Lord Mountbatten, Airey Naeve and Enoch Powell were all Right-Wing and Anti-NATO.

"Once you go nuclear at all, you go nuclear for good; and you know it. Here is the parting of the ways, for from this point two opposite conclusions can be drawn. 

One is that therefore there can never again be serious war of any duration between Western nations, including Russia—in particular, that there can never again be serious war on the Continent of Europe or the waters around it, which an enemy must master in order to threaten Britain. By the way, what Iain Paisley is talking about in relation to Kincora is a Children's Home/Boy Brothel operated by MI5 in Northern Ireland during the 1970s for the purposes of political blackmail against senior British Politicians of both parties.





Former British Army Information Officer Colin Wallace, responsible for concocting "Black Propaganda" in the run up to the two General Elections of 1974 against British Politicians was fired when he leaked details of the dirty tricks project (code named CLOCKWORK ORANGE) to a Times Journalist - five years later, he was framed for murder and jailed, but later had the conviction quashed on appeal.



One of those credibly rumoured to have been ensnared by the Kincora honey trap was Edward Heath (bachelor), who was at the time, the Conservative Prime Minister and had just taken Britain into the EU. Which MI5 and the Crown did not like.

David Icke further developed information that Heath was not just a paedophile, but a child murderer, who liked to strangle his victims, and wrote this in The Biggest Secret in 1999, after offering Heath the right of reply, which Heath declined to challenge; Icke was never sued, by Heath or anyone else named in the book.

Such as Sir Jimmy Saville, OBE, Knight Comander of the Papal Order of St. Gregory.

Of course, no-one paid any attention, because "Icke's a nutter."


Merlyn Rees was first Minister for Northern Ireland and then Home Secretary in the 1974-1979 Labour Government.

He was also MP for Leeds South.
Denis Healy was Minister of Defence from 1964-1970, and then Chancellor of the Exchequer in the 1974-1979 Labour Government.
He was also (with Hugh Gaitskill) a founding member of the Bilderberg Group, and MP for Leeds East.
The Yorkshire Ripper Series of murders occurred between 1975 and 1981, almost exclusively in and around the Home Secretary's home constituency of Leeds South. Which was incredibly embarrassing.

In every case the reaction was one of stunned disbelief. Sonia's mother, Maria Szurma, told reporters: "We just can't believe it. Peter is so loving, so generous, so thoughtful. He would do anything for anyone if he could. Nothing was too much trouble for him."

Institutions never die, they simply find a new mission

Prepared for the Round Table The Asian Crisis and the IMF: What does it all mean? Laurentian University, Department of Economics, February 26, 1998.

In this presentation I will retrace the origins of the IMF and describe its main role until 1971. Then, I will examine the brief identity crisis faced by the IMF and its adoption of a new mission in the late 1970s. I will finish with some brief considerations on the role of international institutions in the new Global Economy.

The IMF was one of the products of the July 1944 Bretton Woods conference. At this conference the victors of World War II laid out the main features of the post-war international economy. These features were largely the result of the historical lesson provided by the Great Depression of 1929-1933, and of a compromise between the views held by the two most influential participants, namely the American Harry Dexter White and the British John Maynard Keynes. Regulation of what was still a system of international economic relations, as opposed to a global economy, was to be based on the following principles:

Promotion of an open trading environment. This objective was to be pursued primarily through the ITO. When the ratification of the relative treaty failed in the US, it was pursued through the GATT. The promotion of an open trading environment was, at the same time, to be favoured by:

The attainment of currency convertibility and the establishment of a system of fixed (but adjustable) exchange rates.

Acceptance of “the welfare state” or, if you prefer, the notion that the state had a legitimate role to play in the management of national economies and, more precisely, had a responsibility for the promotion and maintenance of a high level of employment and income. This meant that states had to be given the necessary fiscal and monetary levers to steer their economies towards these objectives. Given the fact that a choice had been made in favour of a system of fixed exchange rate, the necessity to grant states effective fiscal and, above all, monetary levers precluded the adoption of another principle that liberals at least would have very much liked to see in place, namely, free private capital mobility. This is due to what Benjamin Cohen has called the “unholy trinity” that is to say the fact that in a system of fixed exchange rates and free capital mobility any attempt to pursue autonomous monetary objectives would sooner or later provoke potentially destabilizing flows of speculative capital. Hence the fourth principle of Bretton Woods:

Acceptance of limitations on the free flow of capital.

It was within the context of the establishment of a system of fixed, albeit adjustable exchange rate that the IMF was conceived and set up. The basic structure of the IMF could be compared to that of a credit union. Its members were countries (39 at its inception, 182 today) that subscribed quotas proportional to the size of their economy and their wealth. At the same time countries could borrow from the IMF in case their national finances deteriorated, because of Balance of Payments problems or downward pressures on their currencies that made it difficult for them to maintain the rate of exchange agreed upon. Already at this time there were elements of “conditionality” especially if the credit demanded exceeded the so-called “reserve tranche” and even more if it went beyond the first “quota tranche.”

In terms of its original, stated objectives (achievement and maintenance of currency convertibility and exchange rate stability, and expansion of international trade), the performance of the IMF between 1945 and 1971 can be said to have been very positive, especially if one compares it with the situation of the international economy in the 20 years preceding the creation of the IMF. After a period of domestic economic recovery and stabilisation, all major currencies became convertible by 1958, apart from occasional readjustments, exchange rates were kept reasonably stable, and finally, international trade experienced a period of unprecedented growth.

"Jerry Aaron's interpretation of the Shackley Cable is shared by former CIA agent Ralph McGehee. Was Shackley in a position to be ordering ASIO about, I mean, you worked under Shackley in Vietnam. Is he a senior CIA officer?"

Ralph McGehee: Oh, yes, he was a top CIA officer. He was also one of Ed Wilson's closest friends. Ed Wilson, of course, was head of Task Force 157. Prior to that, Wilson had been in the CIA. And there are all sorts of evidence that Task Force 157 was also orchestrating the efforts to overthrow the Whitlam government.

Clyde Cameron: Well, ASIO has always been a compliant service for the American CIA. They have always done that. They have been quite sympathetic towards the CIA and let's not forget that the Australian intelligence organisations were the ones who were responsible for acting as a conduit for the CIA and Pinochet in 1973 when the CIA-backed Pinochet Junta moved in and overthrew the elected government of Chile. I know that members of the Australian Secret Intelligence Service (ASIS) were active in Santiago at that time and were acting in cooperation with the CIA because the CIA weren't able to function in Chile under President Allende. They had to do their dirty work through somebody else and they chose the Australian intelligence organisations.

When I became Minister for Immigration I was appalled to discover that we had an immigration officer in Santiago who was in fact an ASIO spy. He wasn't a genuine immigration officer at all but was an ASIO spy who had been put on by my immigration establishment as a bona fide immigration officer and I sought to have him removed but the Prime Minister intervened and prevented the removal from taking place.

I remember that when the Prime Minister discovered that ASIS had been active in Santiago he ordered that the ASIS operative in that area be withdrawn that they just ignored it, refused to do anything about it, and it wasn't until Whitlam took firm action and threatened to put the knife through a lot of these people who were responsible for ignoring his direction that they were withdrawn. But by that time, of course, the coup had occurred, Allende had been assassinated and Pinochet had been installed.

Ian Wood: That was former Whitlam Cabinet Minister Clyde Cameron. Before that you also heard former CIA agents Victor Marchetti and Ralph McGehee, Jerry Aaron, the co-author of Rooted in Secrecy, and Kelly Johnson of the Christopher Boyce Alliance.
